Function

The EU Neighbouring Regions Division is responsible for the preparation of policy positions, analysis and briefings on issues relating to the regions neighbouring the EU (countries negotiating entry to the EU, other eastern European countries, Russia, and countries in the Mediterranean region, Africa and the Middle East). It also prepares the annual report on the international role of the euro. It coordinates technical assistance within the ECB/Eurosystem and acts as a primary contact with central banks and other institutions in the EU’s neighbouring regions.

The successful applicant will be entrusted with the following main tasks:

  • contributing to the regular monitoring of financial stability risks in emerging market economies in the EU’s neighbouring regions;
  • contributing to the Division’s regular input into the ECB-wide workstreams on financial stability, including the preparation of the Financial Stability Review and the work of the European Systemic Risk Board;
  • managing analytical projects on financial stability in the EU’s neighbouring regions;
  • contributing to the development of tools for monitoring and analysing financial stability in emerging market economies.

Qualifications and experience

Applicants must have the following knowledge and competencies:

  • master’s degree in economics or a related discipline, or a proven ability to perform the tasks required by the position; a PhD or a research and publications record would be an advantage;
  • at least two years of work experience in central banking, with a focus on financial stability analysis and/or analysis of emerging market economies;
  • excellent analytical skills and sound policy judgement;
  • a working knowledge of MS Office, in particular Word, Excel, PowerPoint and Access;
  • excellent command of English with proven drafting ability;
  • good knowledge of at least one other official language of the EU.

The successful candidate will have the following behavioural competencies:

  • has strong organisational skills and is able to deliver results within tight deadlines, even when working on several tasks in parallel;
  • is able to communicate effectively and present complex analytical and policy issues in non-technical terms;
  • pursues projects with energy and drive;
  • is able to cooperate within teams that may include staff members from other business areas, from Eurosystem national central banks, and from central banks outside the EU.

Duration of contract / Closing date

Short Term (ESCB/IO) contract for 12 months.
