ORGANISATIONAL
LOCATION
The Rulemaking Directorate concentrates all rulemaking activities of the Agency:
Issuing opinions to the Commission for changes and extension to the EASA Regulation;
Issuing opinions to the Commission for adoption of, or changes to implementing rules of the EASA Regulation;
Developing and adopting certification specifications (including airworthiness codes and acceptable means of
compliance) and guidance material.
The Flight Standards Department is more specifically in charge of the development and maintenance of the essential requirements for, and implementing rules on air operations and flight crew licensing, as well as their related acceptable
means of compliance and interpretative material. It provides interpretation and assistance to Agency, national and industry
experts in charge with their implementation.
The Air Operations Section is responsible for the rule development and maintenance concerning the essential
requirements for, and implementing rules on air operations as well as their related acceptable means of compliance and
interpretative material. This includes in particular:
rulemaking preparatory work by identifying and assessing relevant elements and data stemming from safety
recommendations, ICAO, harmonisation with third countries, rule implementation and stakeholders proposals;
the management of the rulemaking task itself including drafting and consultation;
interpretation and assistance to Agency, national and industry experts in charge with the rule implementation, and
assessment of exemptions and derogations in accordance with Art. 14 of the Basic Regulation.
The section is also responsible for providing contribution to ICAO and participating in relevant panels and working groups
and engaged in harmonisation activities with non-EU aviation authorities.
In addition a substantial part of the tasks will be assigned to the job holder by the Certification Directorate. It is
responsible for the application of Article 5 (Airworthiness), Article 6 (Essential requirements for environmental protection),
Article 20 (Airworthiness and environmental certification) and Article 21 (Pilot certification) of the Regulation (EC) No 216/2008 of the European Parliament and of the Council and as amended by Regulation (EC) No 1108/2009.
JOB CONTENT
The jobholder will report to the Air Operations Section Manager and will assist the manager in dealing with the day-to-day regulatory activities in the area of the safe transport of dangerous goods.
He/she will in particular be responsible for:
Identifying needs for rulemaking in its field of activity;
Developing and maintaining the rules in the area of air operations and particular in the safe transport of dangerous goods, with the support of external expertise when appropriate;
Providing support in developing the Agency's technical expertise in the regulation of dangerous goods;
Representing the Agency's views at ICAO level and technical working groups;
Establishing appropriate contacts and maintain good cooperation with the Commission, stakeholders and Member
States in the field of dangerous goods regulations;
Providing expertise for the assessment of safety recommendations, incidents and accidents that may require immediate
action from the Agency;
Communicating and providing training on the Agency's policies in his/her fields of activity.
PROFESSIONAL QUALIFICATIONS AND OTHER REQUIREMENTS
A. ELIGIBILITY CRITERIA

1.At least a level of education which corresponds to completed university studies attested by a diploma when the normal
period of university education is four years or more and, after having obtained the university degree, at least 6 years of
professional experience;

Where justified in the interests of the service, professional training of an equivalent level, in a relevant technical
domain and, after having completed the professional training, at least the professional experience indicated in the

2.Thorough knowledge of one of the languages of the Communities and a satisfactory knowledge of another language of

B. SPECIFIC COMPETENCES AND SKILLS

a)Essential
At least 3 years of experience in the area of dangerous goods air transport either while having worked in an aviation
authority or with industry;
Detailed knowledge of the present and future international framework for the regulation of dangerous goods, in
particular the ICAO Technical Instructions, as shown by training or professional experience;
Good knowledge of aviation safety regulatory processes;
Proven expertise in summarising complex situations and conveying key messages to senior management (application
