The Authority
The European Securities & Markets Authority (ESMA) has set up a selection procedure in order to recruit for the following position:

WE ARE: The Authority
ESMA is an independent EU Authority that contributes to safeguarding the stability of the European Un- ion's financial system by ensuring the integrity, transparency, efficiency and orderly functioning of securi- ties markets, as well as enhancing investor protection. In particular, ESMA fosters supervisory conver- gence both amongst securities regulators, and across financial sectors by working closely with the other European Supervisory Authorities competent in the field of banking (EBA), insurance and occupational pensions (EIOPA). ESMA's work on securities legislation contributes to the development of a single rulebook in Europe. This serves two purposes; firstly, it ensures the consistent treatment of investors across the Union, enabling an adequate level of protection through effective regulation and supervision. Secondly, it promotes equal conditions of competition for financial service providers.
As part of its role in standard setting and reducing the scope of regulatory arbitrage, ESMA strengthens international supervisory co-operation. Where requested in European law, ESMA undertakes the supervi- sion of certain entities with pan-European reach, such as Credit Rating Agencies. Finally, ESMA also con- tributes to the financial stability of the European Union, in the short, medium and long-term, through its contribution to the work of the European Systemic Risk Board, which identifies potential risks to the fi- nancial system and provides advice to diminish possible threats to the financial stability of the Union. ESMA is also responsible for coordinating actions of securities supervisors or adopting emergency measures when a crisis situation arises. WE LOOK FOR: Qualifications and experience required
Job description ESMA is seeking a Temporary Agent (TA) who will contribute to ESMA's missions within the Investment and Reporting Division. Under the responsibility of the Head of Division, the successful candidate will be:
Involved in policy work within the field of the Corporate Reporting Standing Committee (imple- mentation and enforcement of International Financial Reporting Standards in the EU's account- ing framework, audit, storage of regulated information...);
Assisting in the coordination of the implementation and enforcement of IFRS in the European Un- ion in the context of the EU's accounting framework;
Assisting in the preparation of the agenda and taking minutes of the meetings; handling commu- nication with various working groups organised within the Corporate Reporting Standing Com-
mittee; and
Undertaking any other related supporting tasks assigned by the Senior Officer for the Corporate Reporting Standing Committee.
Qualifications and experience required:

a.Eligibility criteria
Nationality Candidates must be nationals of an EU Member State. Qualifications

a)a level of education which corresponds to completed university studies in economics, finance, ac- counting or a related field attested by a diploma, when the normal period of university education
is four years or more OR

b)a level of education which corresponds to completed university studies in economics, finance, ac- counting or a related field attested by a diploma and appropriate professional experience of at least one year, when the normal period of university education is at least three years
Only study titles that have been awarded in EU Member States or that are subject to the equivalence certif- icates issued by the authorities in the said Member States shall be taken into consideration. Professional experience Have at least 6 years of proven full-time professional experience in a field relevant for this position ac- quired after the qualification required under a) or b). Knowledge of languages Have a thorough knowledge of English and a satisfactory knowledge of a second language to the extent necessary for the performance of the duties pertaining to the post.
In addition, in order to be eligible a candidate must:

b.Selection criteria
Essential
Hard skills Professional experience of at least 6 years acquired in a similar function or in the supervision and/or regulation of market participants and/or market operators in a public body, national Authority or private sector (e.g. enforcement of financial reporting, auditing, etc...);
Knowledge and experience in the application of the European financial regulatory framework, particularly in the area of financial reporting and auditing;
Good knowledge of the EU institutional framework and Very good drafting skills in English.

Advantageous
Significant financial reporting skills with a deep technical knowledge in the use or preparation of IFRS financial statements, acquired in an international accounting firm or similar. Solid knowledge of new IFRS projects

Selection procedure The selection will be organised as follows:

1.ESMA will establish an internal selection committee that will analyse the motivation letter and CV
of eligible applicants with reference to the selection criteria and will establish a shortlist.

2.Short listed candidates will be invited to sit written tests and an interview.
Written tests will consist of a test on a subject in the field of the present selection, designed to test the ability to understand, analyse and summarise, as well as the drafting skills of the candidates The writ- ten tests will be done in English. The interview will aim to assess the candidate's suitability to perform the duties, specialist knowledge and motivation. The selection committee will hold interviews in English and eventually partially in the second language of the candidate to test the ability of the candidate to express herself/himself in a se- cond language.
Written tests and interview might be organised on the same day.

3.The selection committee will place on the reserve list the candidates with the highest aggregate marks. From this list, suitable candidates, matching best the ESMA needs, will be recruited upon deci- sion of the ESMA appointing authority. Candidates should note that inclusion on the reserve list does not guarantee recruitment.
The Selection Committee's work and deliberations are strictly confidential and any contact with its mem- bers is forbidden.

If, at any stage in the procedure, it is established that information provided by a candidate is incorrect, that candidate will be disqualified.
Appointment and conditions of employment
A contract offer will be made as a temporary staff member pursuant to Article 2 of the Conditions of Em- ployment of Other Servants of the European Communities. The contract will be for an initial period of 3 years, renewable once. Any further renewal will be for an indeterminate period. The place of employment will be Paris (France) where the Authority has its seat.
The successful candidate will be recruited in the grade AD6. The basic monthly salary for AD6 (step 1) is 4.399, 09 eur. In addition to the basic salary, staff members may be entitled to various allowances, in par- ticular household allowance, expatriation allowance (16% of the basic salary and household allowance), dependent child allowance and education allowance. The salary is subject to a Union tax deducted at source and staff members are exempt of national taxation.
If the member of staff selected is an official of the EU, s/he may resign, request leave on personal grounds or ask to be seconded under Art. 37(b) and 39 of the Staff Regulations, while other staff members of the EU have to resign.
The selected candidate will be invited to be available at short notice. Before the appointment, a successful candidate shall undergo a medical examination by the medical ser- vices of the Commission in order that the Agency may be satisfied that s/he fulfills the requirement of Ar- ticle 28(e) of the Staff Regulation of the Officials of the European Communities.
